Section 232 steel, aluminum and copper tariffs move to full value and new rate groups

From Apr 6, 2026, Section 232 metals tariffs are charged on the full customs value of goods, whatever their metal content: 50% on steel, aluminum and most copper articles, 25% on other copper articles and many derivatives, and a 15% total for a group of equipment.

From Apr 6, 2026, the Section 232 tariffs on steel, aluminum and copper apply "to the full customs value of the imported product, regardless of metal content" (Proclamation 11021, clause 1). The proclamation also sorted the covered goods into new rate groups, each on top of the regular duty:

  • 50% (heading 9903.82.02): all aluminum and steel articles, most copper articles and certain steel and aluminum derivatives (Annex I-A).
  • 25%: the copper articles and aluminum and steel derivatives in Annex I-B.
  • 15% in total with the regular duty, or nothing extra when the regular duty is 15% or more: the products in Annex III, which Proclamation 11032 later described as "fixed industrial machinery and power equipment", through Dec 31, 2027. Products from "trading partners with whom the United States does not maintain normal trading relations" pay 25% on these instead. From Jan 1, 2028 they move to the 25% group.

Lower rates apply to some goods of the United Kingdom (25% or 15%) and to derivative goods whose metal was produced in the United States, when they meet the conditions in U.S. note 16. Products in Annex II were taken out of the steel and aluminum tariffs. Listed goods that contain no aluminum, steel or copper don't pay (heading 9903.82.01), and neither do goods outside chapters 72, 73, 74 and 76 "where the weight of the applicable metal is less than 15 percent of the weight of the imported article" (heading 9903.82.03).

Aluminum goods of Russia still pay 200%, as do those "where any amount of primary aluminum used in the manufacture of these articles is smelted in Russia, or these aluminum articles are cast in Russia" (clause 8).
