Section 232 metals tariffs change for farm, HVAC and mobile industrial equipment
From Jun 8, 2026, farm equipment and certain residential HVAC products join the Section 232 metals group that pays 15% in total, mobile industrial equipment pays 25% (15% in total from 11 economies), and aluminum lithographic plates and steel racks are added.
Proclamation 11032, signed Jun 1, 2026, changed the Section 232 steel, aluminum and copper tariffs for goods entered from Jun 8, 2026:
- Agricultural equipment and "certain HVAC systems and components that are predominantly for residential use" join the group that pays 15% in total with the regular duty, or nothing extra when the regular duty is 15% or more, through Dec 31, 2027.
- Mobile industrial equipment and machinery (Annex I-C) pays 25% on top of the regular duty through Dec 31, 2027. Products of Argentina, Ecuador, El Salvador, Guatemala, Japan, South Korea, Liechtenstein, Switzerland, Taiwan, the United Kingdom and the EU pay 15% in total instead, or nothing extra when the regular duty is 15% or more. For USMCA goods of Canada and Mexico, "a duty of 25 percent shall apply only to the non-U.S. content of the product", with a total of at least 15%. From Jan 1, 2028 these goods take the Annex I-B rates (25% for most).
- Aluminum lithographic plates and steel racks are added as derivative products.
- A product's metal now counts as made in the United States if U.S. aluminum, steel and copper "account for at least 85 percent of weight of the aluminum, steel, and copper of the product", down from 95%.
