EEC grain-dispute tariff (Section 301)
What it is
In January 1987 the President raised the duty to 200% on certain blue-mold, Edam, Gouda and Italian-type cheeses, endive, olives, canned hams, carrots, white wine, brandy and gin, from every country (on a most-favored-nation basis), in response to the European Economic Community's restrictions on U.S. corn and sorghum sales after Spain and Portugal joined it. USTR suspended the increase from the day it was to start, Jan 30, 1987, after the EEC agreed to compensate the United States, so the 200% rate was never collected. The schedule still prints the lines, and U.S. note 5 lists them as suspended.
Legal authority: Section 301 of the Trade Act of 1974, as amended; Proclamation 5601 of January 21, 1987. Section 301 of the Trade Act of 1974 lets the U.S. Trade Representative act against foreign acts, policies and practices that are unreasonable or discriminatory and burden U.S. commerce, including by adding duties on imports.

How it combines with other duties
The 200% rate was set in place of the regular rate (subchapter III, U.S. note 1), for goods of every country. It was suspended from its first day.
