What it is

USTR put a 100% duty on about $75 million a year of Ukrainian goods, including certain fuel oils, rare gases, silicon carbide, fertilizers, titanium dioxide pigments, kraft paper, footwear, diamonds, platinum catalysts, unrefined copper, aluminum alloys and heat pumps, because Ukraine failed to protect intellectual property, especially against optical-disc piracy. It applied to entries from Jan 23, 2002 until USTR terminated it for entries from Aug 30, 2005, after Ukraine amended its optical-disc law.

Legal authority: Section 301(b) of the Trade Act of 1974, as amended (Docket 301-121, Ukraine designated a Priority Foreign Country under Special 301). Section 301 of the Trade Act of 1974 lets the U.S. Trade Representative act against foreign acts, policies and practices that are unreasonable or discriminatory and burden U.S. commerce, including by adding duties on imports.
