Polysilicon and solar tariff (Section 232)
What it is
Announced, starting Dec 4, 2026. Polysilicon ingots and wafers, solar cells and solar modules pay a Section 232 tariff of 15% on top of the base rate; for Japan, South Korea, Taiwan, Switzerland, Liechtenstein and the EU the base rate and the tariff together come to 15%; for the United Kingdom the tariff is 10%. Polysilicon and these products also get minimum import prices ($21/kg for polysilicon; $100/kg for polysilicon ingots and wafers; $0.22/W for solar cells; $0.38/W for solar modules): an importer who doesn't document a US resale at or above the minimum pays a specific duty equal to it, and one whose entered value is below it pays the difference. Until then, Commerce can bar importers it finds stockpiling. Not yet in the tariff schedule.
Legal authority: Section 232 of the Trade Expansion Act of 1962, as amended; Proclamation 11052 of Aug 6, 2026. Section 232 of the Trade Expansion Act of 1962 lets the President adjust imports of goods that the Commerce Department finds threaten to impair national security, including by adding duties.

How it combines with other duties
Charged in addition to any other duties, taxes, fees, exactions and charges, except as the proclamation specifies (clause (5)(a)), including on top of trade-agreement and preference rates (Annex II, note 42(b)). Antidumping and countervailing duties still apply (note 42(b)).
